Fashioning a Fraud Case Study Essay - 631 Words

In this article, Bobbie Jean Donnelly was a fraudster who used Travel and Expense reimbursements to defraud her company. Donnelly figured out how to manipulate her travel and expense reimbursements to eventually defraud her company of about $275,000. Had her company had proper controls in place for travel and expense reimbursements, wouldn’t have occurred to this magnitude. Donnelly was targeted in an internal investigation because she was one of three employees with the highest amounts of travel and expense reimbursements hers totaling, $115,000. One of the red flags in the case was the fact that Donnelly’s supervisor had only submitted $40,000 in travel and expense reimbursements that year. For supporting documentation she would alter or photocopy the original receipt and then change amounts of tip or total. These could have either been forged or given to the supervisor who at first glance may not realize that these are fictitious documents. This type of fraud is difficult to prevent but can easily be detected. Fictitious reimbursements can be detected by; â€Å"expenses that are consistently rounded off, patterns in which expenses a re consistently for the same amount, reimbursement requests that are consecutively numbered, or receipts that do not look professional or lack information.†(Wells, 187-188) Preventing and detecting reimbursement expenses can be very challenging and time- consuming for companies. However, in order to prevent these schemes, a company needs to have explicit policies that clearly convey to each and every employee what will and will not be reimbursed. Donnelly was able to defraud her company out of a quarter of a million dollars in a short two-year period. Hicks 1 August 16, 2012 Can we decrease homelessness? The essay â€Å"A Modest Proposal† by Jonathan Swift is a brutal satire in which he suggests that the poor families should kill their young children and eat them in order to eliminate the growing number of starving citizens. At this time there was extreme poverty and a wide gap between the poor and the rich, the tenements and the landlords. Throughout the essay Swift uses satire and irony as a way to attack the indifference between classes. Although this essay was written in the 1700’s we still have the same issues of homelessness and poverty in today’s modern society. Anna Quindlen Pulitzer Prize award winner author of â€Å"Our Tired, Our Poor, Our Kids,† states â€Å"Today the average homeless woman is younger than ever before, many have been in foster care or in shelters herself and so considers a chaotic childhood the norm† (345). Quindlen talks about the cycle of homelessness and poverty three hundred years after swifts essay. Smith goes to extreme measures to explain his new plan to raise the economic wellbeing of his country. He explains â€Å"what age is too young and what age is too old, in order to eat the Hicks 2 tenants children when they are at their prime juiciness. He also gives a list of suggestions on how to cook them. A young healthy child well nursed, is, at a year old, a most delicious nourishing and wholesome food, whether stewed, roasted, baked, or boiled, and I make no doubt that it will equally serve in a fricassee, or a ragout. (350-352). Although he suggests to sell and cook the homeless babies. Swift is trying to point out the fact that reforms that would be practical and beneficial to the people are being overlooked for the convenience of the rich. Melanie Scheller author of â€Å"On The Meaning Of Plumbing And Poverty,† writer for North Carolina Independent Weekly, stateâ€℠¢s â€Å"My family was visibly and undeniably poor. My clothes were obviously hand-me-downs, I got free lunches at school, I went to the health depertment for immunizations† (356). Like swift Schellar emphasizes on what being in poverty and homeless is like. â€Å"It is a melancholy object to those who walk through this great town or travel in the country, when they see the streets, the roads, and cabin doors, crowded with beggars of the female sex, followed by three, four, or six children, all in rags and importuning every passenger for an alms. These mothers, instead of being able to work for their honest livelihood, are forced to employ all their time in strolling to beg sustenance for their helpless infants† (349). They are trying to get people to understand that not every homeless person has a way to get out and go find work so they can go find work and provide for their families. Hicks 3 Peter Singer author of â€Å"The Singer solution to world Poverty,† an Australian-born philosopher and bioethicist, states â€Å"poverty, hunger, illness, and lack of shelter, these are the things that plague a majority of the people of the world and yet most of us are not even aware of it† (359). He believes that prosperous people should donate all of the money not needed for the basic requirements of life to organizations meant to help those less fortunate that are homeless and/or in poverty. Life swift he is trying to find a way to help those whom need it. Swift says â€Å"with neither house nor clothes to cover them from the inclemencies of the weather, and the most inevitable prospect of entailing the like or greater miseries upon their breed forever† (353). Both Singer and Swift feel the need to help those less fortunate and want other people to know that they can help. The hole meaning is to try and get people to understand that not everyone is as well of as them, that not everyone can just go off and get a job so they can provide for their families and that is why they end up in poverty and homeless. Swift says â€Å" I profess in the sincerity of my heart, that I have not the least personal interest in endeavoring to promote this necessary work, having no other motive than the public good of my country, by advancing our trade, providing for infants, relieving the poor, and giving some pleasure to the rich† (353). If Swift was around today I believe he would be a great president for the United States of America and that he would actually make a great difference to those in poverty and homeless. Importing products from China to America represents us Americans leaning on Chinas shoulders, not knowing when theyll let us fall to the ground; and requiring us to stand up straight will take a long time, during which of that time China will still push us down. There used to be many jobs for manufacturing in the US. But in January, 20, 207,000 U.S. manufacturing jobs vanished in the largest one-month drop since October 1982. Today about 60 percent of everything we buy is made overseas. The fact is product quality never tends to go up in certain industries in China. From 1885-2010, we’ve imported from about $4000-$365,000 of manufactured items, which means in twenty-five years, the money we use to buy manufactured items has increased $361,000. We have also lost about 149,000 manufacturing jobs in America from 2008-2009. Chinese products are usually badly made. Buying Chinese food products is bad because every type of food is fattening, irritating and/or artificial. Sometimes you can easily tell that a product is made in China due to its looks of quality. Another reason not to buy Chinese products is that some of the people who work in Chinese factories are children. We Americans respect child labor laws, unlike China. The legal working age in China may be 16, but that does not stop major companies from taking children away from their families to work in a factory. Some supply global companies, like Wal-Mart Stores, have been accused in recent years of using child labor. China breaks child labor laws because of labor shortages. Some even force children to work 300 hours a month, which is equivalent to twelve and a half days (or about two weeks per month. The worst outcome from importing products from China is that it gets them one step closer to the world power; and understanding how the Chinese king/government treats the Chinese themselves, we should be worrying about our future. It will probally take China about sixteen years (from now) to become world power (although fifty-four percent of people think that China wont win out). But how did this all start? Well it all winds down when some American company, well go with a hairpin factory, were doing there regular thing. Manufacturing, selling, dealing with taxes and there competition, when one day, some idiot came up to get more people to buy their hairpins, to sell them cheaper. And would they do that you might ask? By buying Chinas hairpins because they were cheaper. So they ask China to make their hairpins. That hairpin company then fired the factory workers, close the factory and sold the China made products. Then, all those other companies across America did the same thing the hairpin factory did. starting with pens, to trashcans, to keyboards to thermometers, to windows, to rugs, to doors, to sinks, to cars, until you couldnt go to your store without finding the label Made in China. What can you do? Well, you can make your own U.S. made company (if you have a good invention idea). When you manufacture your U.S. made product, make sure all your parts are also made in America. Let’s use a America made SUV, make sure that the navigation system is made in the U.S., the A.C., the leather, the engine, the brakes, the T.Vs, the carpet, the safety features,etc. This can be the first step towards America remaining the World power.
